Job Summary

The Assistant Program Manager/Foreman (APM) manages the overall custodial, floor care and grounds operations for the FBI CRC Facilities and associated buildings (approx. 125,872 cleanable sq. ft. and 59 total acres of landscape). The APM is responsible for covering, as the primary contract POC, during the Program Manager's (PM) absences. The APM is lead Foreman for all Grounds/Landscaping maintenance. The APM supports the PM as needed to ensure corporate policy, process, business and contractual and operational requirements are met. The APM is responsible for managing approx. 7+ employees (2 Janitors, 1 Floor Tech, 2 Grounds Laborers and 1 Pest Controller). The APM is the secondary point of contact and assistant to the PM in Contracting Officer Representative (COR) communications and ensuring COR expectations are met, and other stakeholders such as the Unit Chiefs, and Building Managers remain satisfied with the performance outcome of the total operations (custodial, grounds, floor care, vendor services etc.). Must be able to pass and maintain all required Security Clearances.

Primary Duties

  • Provide PM with necessary assistance and support to ensure the COR remains satisfied with the overall performance delivery of the contract. Work to resolve complaints, issues, and other concerns from the COR.

  • Purchase, monitor, and manage all operational supply inventories.

  • Train, coach, and manage all direct reports and subordinates to ensure work schedules are being followed, responsiveness to service requests is adequate, and safe, continuous quality cleaning and floor care/restoration standards are achieved.

  • Assist the PM in their absence to ensure continuity of overall operations (custodial, recycling, floor care) are maintained and consistent with the PM and the COR's expectations.

  • Perform daily, weekly and monthly quality control inspections in accordance with contract cleaning frequencies/scheduling and requirements. Provide PM monthly quality control reports.

Additional Responsibilities

  • Perform planning, revising and creation of work schedules as necessary (cleaning, and floor care).

  • Monitor use, maintenance, and repair of cleaning and floor care supplies and equipment.

  • Perform cost benefit analysis from supply and equipment vendors to help meet PM's budget forecast requirements and ensure gross margins are achieved.

  • Continuously review the Statement of Work contract to ensure requirements are being met.

  • Assess and seek out potential in all employees to ensure close evaluation of performance and provide recommendations to PM for position/building/team assignments and/or internal promotions.

  • Manage and control the equipment and expendable purchasing, inventory and finances through coordinated invoice review and approval with the PM.

  • Create, revise, and submit ongoing work schedules, and provide ongoing guidance and training to the custodial and floor care supervisors and teams, in accordance with the contract requirements.

  • Perform other responsibilities as assigned.

Qualifications: Education, Experience and Certification(s)

  • Must be able to pass and maintain a DoD Secret Security Clearance required.

  • High school diploma or General Education Development (GED) required.

  • Cleaning Industry Management Standard (CIMS) certification preferred.

  • 4+ years of grounds maintenance knowledge and experience required.

  • 4+ years of custodial knowledge and experience required.

  • 4+ years of floor care/restoration knowledge and experience required.

  • Valid driver's license and good motor vehicle record (MVR) required

Knowledge, Skills and Abilities

  • Must be able to work with people internally and externally at all levels of an organization is required.

  • Proficiency in Microsoft Office skills is required.

  • Excellent oral/verbal communication and time management skills.

  • Detail-oriented and able to carry out work with the highest levels of accuracy.
