Job Description

SUMMARY:

The Manager, Capital Procurement is responsible for the overall category and acquisition strategy and contracts management program for the assigned categories for DC Water.

ESSENTIAL FUNCTIONS:

  • Develops and implements category strategies and goals for the assigned categories to achieve department and business goals.
  • Directs the full range of sourcing and contracting activities for the department.
  • Serves as the principal category expert to the internal business stakeholders.
  • Project manages various sourcing and contracting projects with category managers and specialists and provides leadership and guidance and solutions to achieve the best possible outcomes.
  • Plans and develops professional development and training strategies for procurement staff.
  • Participates in the development of the department's annual budget, and aids in the department's overall budget submission.
  • Regularly meets with customers to obtain and review acquisition plans, improved level of communication, and customer service.
  • Maintains an open dialogue with the agencies in the D.C. Government as well as the surrounding jurisdictions.
  • Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the Department.
  • Assists in drafting and improving procurement regulations and manuals that govern procurement, materials management, and compliance processes, as well as policy and procedures for the Authority.
  • Responsible for reports that go to the Board and the General Manager, as well as monthly reports on project status.
  • Serves as the day-to-day coordinator between divisions and may act as the Director in his/her absence.
  • Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Supervisory Responsibilities: Supervises Category Managers and Specialists.

Key Working Relationships: Interfaces with both internal and external customers to assure compliance with procurement policies and procedures and to ensure that equipment, supplies, and services are readily available to meet overall demands of the Authority.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED: The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor's Degree, Master's Preferred in a Business, Technical, or related field from an accredited college or university and seven (7) years of progressive experience in category management and strategic sourcing; or equivalent combination of education and experience.
  • Minimum three (3) years of supervisory experience.
  • Master's degree preferred.
  • Professional certification preferred from the Institute for Supply Management (ISM), APICS, the National Institute of Government Purchasing (NIGP), or National Contracts Management Association (NCMA), or the ability to obtain certification from any of these organizations within one (1) year of employment.
  • Strong expert experiences in RFX process, proposal evaluation, deal negotiation, and contract negotiation.
  • Success experience in handling multiple complex sourcing projects and achieving consistent cost savings.
  • Strong project management experience and ability to project manage multiple complex projects.
  • Strong Experience in Capital Programs, Engineering, Construction or Design-Build.
  • Strong and proven leadership experiences and ability to present and interact with executive levels.
  • Private sector and consulting experiences preferred. Public sector procurement experience not required.
  • Strong analytical, planning, interpersonal and organizational skills.
  • Strong knowledge in computer software (MS Word, Excel, PPT, Project).
  • Ability to travel as required.
