The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPA is in need of a Senior Cost Analyst to support our Critical Infrastructure Group. The Critical Infrastructure Group (CIG) provides technical, programmatic and analytical support to customers with missions in national security to include the Department of Homeland Security (DHS), Health and Human Services (HHS), and the Federal Aviation Administration (FAA). The Group brings technical and operational expertise in fields of countering weapons of mass destruction, critical infrastructure protection, emergency response, nuclear non-proliferation, weapons deployment programs, and transportation safety. In addition to management and advisory services, CIG staff collaborate closely with our clients to provide high-quality modeling, simulation, software, and analytical products to meet the most demanding government standards and timelines.

Typical duties performed may include developing a variety of cost estimating products such as Lifecycle Cost Estimates (LCCEs), Independent Cost Estimates (ICEs), Total Ownership Cost (TOC) models, Analysis of Alternatives, Cost as an Independent Variable (CAIV), Cost/Benefit Analysis, and other analysis as assigned. The right candidate will work in a dynamic environment to lead cost analysis for systems and programs and perform multiple assignments including preparation of supporting documentation and analysis of business and financial impacts of alternative procurement approaches.

Responsibilities

The Senior Cost Analyst will be responsible for applying broad mathematical, statistical, econometric, and other scientific methods and techniques to formulate, test, and evaluate new cost estimating and analysis theories. They will perform data collection and analysis to include, but not limited to, data normalization, learning curve analysis, pareto analysis. The Senior Cost Analyst will perform risk analysis and sensitivity studies. They will create and maintain databases and work with spreadsheets and complex models. They will participate in technical working groups with engineering, budget, schedule, and acquisition functional team members. The Analyst will provide effective verbal and written correspondence and manage client relationships and expectations.

Qualifications

Required Qualifications:

    US citizenship and ability to obtain DHS Suitability.
  • Bachelors Degree in Operations Research, Economics, Mathematics, Chemistry, Physics or other sciences.
  • 7+ plus years' experience with federal acquisition systems lifecycle cost analysis, to include ships, aircraft, IT systems, facilities, and/or security systems.
  • 5 years experience providing estimation support to ACAT 1 programs or MAOL Level 1 and 2 programs.
  • Professional cost analysis certification.

Desired Qualifications:

  • Experience producing cost estimating data and artifacts in support of complex studies examining trade-offs between competing capabilities and various courses of action including formulating constructs for return on investment (ROI) and metrics used to evaluate system trade-offs and best value option. Experience with one or more parametric and/or automated costing tools such as ACEIT.
  • Active DHS suitability or DoD Secret clearance.
  • Masters Degree in Business, Engineering, Science (Physics or Chemistry only), or Mathematics.
