JOB POSITION: UTILITY CONSTRUCTION TECHNICIAN IV (SSPM)
(Sanitary Sewer Preventive Maintenance)

SUMMARY OF JOB
Performs unskilled/skilled work in the repairs/maintenance/construction/ installation
of water/sewer lines/facilities/equipment and maintaining water/sanitary sewer
service to customers. Performs duties of UCT I, II, III as needed. Directs
personnel/equipment usage while performing on crew. Identifies/reports work
progress of assigned employee to responsible supervisor/manager. Reports
problems/conflicts to supervisor immediately/as soon as possible. Discusses job
requirements/receives detailed instructions from supervisor. Reads/interprets
plans/maps. Responsible for safety of project/work/ site/personnel. Requisitions
equipment/materials. Maintains log sheets/checklists/ other required records.
Ensures preventative maintenance on motor equipment is properly performed.
Inspects equipment for proper safety and ensures equipment is in good working
condition/ready/available for assignments. Trains and instructs subordinates.
Update inventory of parts/tools/equipment using tracking software. Oversees sewer
related customer complaints. Schedules/performs/documents home inspections
upon property transfer/flooding events/accidental blowback. Must work varied work
shifts including standby/emergency hours as assigned. May be required to work
overtime/extended hours. Graduation from high school/GED equivalent plus two
(2) or more years related experience. Requires Class A commercial driver's license
with air brake/tanker endorsement. Must pass a hands-on equipment test for
rubber tired backhoe, loader, mini excavator and skid steer performed by division.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following. Other duties may be assigned or scheduled.

* Oversees and directs work of assigned employees.

* Identifies and reports work progress of assigned employee to responsible
supervisor/manager.

* Reports problems and conflicts to supervisor immediately or as soon as possible.

* Discuss job requirements and receives detailed instructions from supervisor.

* Reads and interprets plans and maps to ensure proper conduct of work.

* Oversees sewer related customer complaints (i.e., blockage incidents, cleanout
verifications, overflows) when assigned.

* Schedules, performs, and documents home inspections (i.e., I&I testing, service
verification, and property damage documentation) upon property transfer,
flooding events, and accidental blowback during water jetting of pipelines.

* Inspects work in progress to ensure conformance with instructions.

* Responsible for safety of project, work, site, and personnel. Ensures personnel
are following necessary safety procedures by enforcing all safety regulations
with emphasis on safe trenching, shoring and confined space practices and is
responsible for the overall safety of their crew when leading work in the
Supervisor's absence. Provides recommendations for safety and training needs
to supervisor.

* Directs personnel and equipment in completion of work.

* Requisitions necessary equipment and materials.

* Maintains accurate log sheets, checklists, and other required records.

* Operates backhoe, dump truck, combination vehicle (i.e., dump truck &
equipment trailer), excavator, skid steer, and mini excavator for repair or
maintenance of water and sewer infrastructure while on standby call rotation.

* Proficient use of and advanced knowledge in Combination Sewer Cleaning Truck
(i.e., chain cutting, rotation nozzle use, hydro excavation, identify blow back
parcels on GIS, repairs high pressure hose, and Easement machine use.) for
both daily duties and standby and emergency calls.

* Can operate and repair CCTV equipment safely and proficiently (i.e.,
troubleshoot/repair camera and computer issues, export data from CDL8
software into our Asset Management software, and be able to complete and
create CCTV, pipe clean, and pipe repair work orders.) for both daily duties and
standby and emergency calls.

* Ensures that motor equipment preventative maintenance is properly performed.

* Utilizes parts tracking software (e.g., Inflow) to update inventory of parts, tools,
and equipment for proper management of Authority inventory.

* Inspects equipment for proper safety and ensures that equipment is in good
working condition and is ready and available for the day's assignments.

* Trains and instructs subordinates.

* Operates equipment when necessary. Equipment includes but is not limited to
hand tools, pumps, air compressors, saws, jumping jacks, generators, and chain
saws.

* Performs general laboring tasks.

* Makes repairs and installs water and sanitary sewer lines.

* Performs tasks such as troubleshooting and pipe installation.

* Services and makes minor repairs and adjustments to equipment such as
cleaning, fueling and greasing.

* Performs skilled work maintaining water and sanitary sewer service to
customers.

* Must work varied work shifts including standby and emergency hours as
assigned.

SUPERVISORY RESPONSIBILITIES
Oversees the work of assigned employees. Assists responsible supervisor in
interviewing, hiring, and training employees; planning, assigning, and directing
work; appraising performance; rewarding and disciplining employees; addressing
complaints and resolving problems.

* Ability to use Asset Management Software to access, review, organize and
complete work orders.

* Meets the CCTV and Combination Sewer Cleaning Truck requirements as stated
in the supplemental guidelines.

* Must possess and maintain a good work ethic with a strong emphasis on good
attendance, reporting to work on time, completing job assignments in a timely

manner, maintaining a good work attitude, performing all job duties as assigned
and/or scheduled.

* Working knowledge of equipment, materials, methods and procedures used in
sewer or water related activities.

* Skill in operating equipment.

* Ability to work varied work shifts including standby and emergency hours as
assigned.

* Must successfully complete requirements for UCT Tech III as stated in the Field
Operations Supplemental Guidelines.

EDUCATION and/or EXPERIENCE
Graduation from high school or GED equivalent plus two (2) or more years related
experience and/or training in the trades area assigned or equivalent combination of
education and experience.

CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS
* Requires possession of a valid Class A commercial driver's license with air brake
and other appropriate endorsements ratings, or certifications required to operate
all equipment utilized by crew.

* Must possess a valid driver's license or have the ability to obtain one within 60
days of employment date. No more than six (6) demerit points on driving record
if required to drive Water Authority vehicles.

* Employee must be physically able to walk several miles during the day.

* Employee must be physically able to regularly reach overhead.

* Employee must regularly lift, carry and/or move up to 50 pounds and
occasionally 100 pounds. Assistance is required on weight amounts above those
listed. Failure to do so could result in injury and denied Worker's Compensation
benefits.
