Role Summary
We are a rapidly growing company seeking a strategic and collaborative Contracts Director. The Contracts Director will lead our IT Services-focused government contracts operations though the entire contract lifecycle. This includes executing the preparation, analysis, revision, negotiation, and maintenance of all contract documents from initial pursuit through contract closeout for Prime and Subcontract.  In addition, the Contract Director is responsible for corporate contractual needs.

Responsibilities
  • Serve as a strategic business partner furthering business growth, collaborating with corporate leadership team, ensuring contractual compliance and recommending contractual risk mitigation paths.
  • Develop, evaluate, and negotiate contractual documents.
  • Provide guidance and leadership on contractual requirements to Project Managers, Capture Managers and cross-functional business team members.
  • Support Program Managers by providing guidance on contractual requirements and developing business strategies to continually improve contract position.
  • Leadcontractual needs for business development from initial opportunity identification through contract award including NDAs, Teaming Agreements, Awards, and Subcontracts.
  • Guide development of JV agreements consistent with government compliance and procurement regulations in partnership with corporate leaders and strategy
  • Review Draft Request for Proposals (RFP), RFPs, and all attached contract clauses/documents (FAR and Agency Specific Acquisition Regulations) to identify compliance and potential contract performance challenges to the Capture Manager (with potential solutions) as a part of the proposal development process.
  • Participate in pricing strategy and  preparing pricing templates and narratives for proposals.
  • Prepare TINA-compliant cost proposals/narratives.
  • Engage in color team reviews to ensure assumptions are document, proposal is appropriately bounded, and compliance with procurements and FAR regulations.
  • Ensure compliance with all government contracting requirements, internal policies, and Federal as well as other applicable laws.
  • Track and renew government contract schedules (e.g. GSA, CIO-SP3) in timely manner.
  • Update  corporate registrations (e.g. SAM/CCR, Vendor registrations).
  • Maintain contract baseline with requirements and responsibilities, continually briefing new Program Team members on contractual obligations.
  • Review and resolve any corporate issues impacting overall compliance with procurement and FAR regulations.
  • Advise management of contractual rights, obligations, and risks; provide interpretation of terms and conditions; and recommend and implement courses of action.
  • Develop strong customer relationships interacting frequently and working as a team leader to resolve issues and streamline processes with government Contacting Officers and Contracts Specialists, existing Prime and sub-contractors, and future teaming partners.

Qualifications
  • Bachelors’ Degree in Business or other related discipline.
  • Minimum of 15 years of IT Services Contracts / Subcontracts experience with a Prime government contractor.
  • Solid experience supporting procurements throughout the full life cycle including NDA, TAs, proposals, pricing, negotiations and contract start-up
  • Top Secret security clearance
  • Demonstrated experience performing closeouts of contracts, finalizing outstanding contract issues, issuing final modifications & invoices, and coordinating completion of contractor performance evaluations.
  • Knowledge and compliance with government contracting regulations including the FAR.
  • Strong written and verbal communication skills and the ability to work across functional disciplines and levels.
  • Ability to priority well in a fast-paced, dynamic work environment.
  • Excellent attention to detail across contract documents.
  • Proficient in the utilization of Microsoft Office including Excel, PowerPoint, and Word.
Preferred Qualifications:
  • Top Secret / SEI security clearance
  • Active CFCM certificate from the NCMA.
